2 possibility

1. the shift linkage is not correctly adjusted (not in neautral). move the gear shifter linkage and if it goes awaym you found your problem.

2. if you have mnetal shavingm suspect internal damage (mine was doing htat ). had to take it apart to find out.

I think almost every outboard does that. My 1998 Suzuki 225 does it as well.
