No, the paint needs to come off to add any fiberglass.

Bilgekote is dark and dingy with the Gray. I don't like it.

This is Shurwin Williams "Tile Clad HS" It's a true epoxy paint and designed for direct contact with water.

It's used to paint the inside of water towers.

I covers outstanding and fills the weave of Roven Woven pretty well with 2 coats. Easy to clean too.
