I found the problem, when i was putting the barrier coat on the tank i put a piece of cloth in the fill tube so i wouldn't have to smell the fumes. I pulled it out but there was still a piece wedged in there, i was able to remove it without getting it in the tank. I hate when that happens Thanks you everyone for your suggestions they will still be helpful in the future.
