soda blasted bottom on sceptre

I've used this barrier coat before and never had this problem. The barrier coat was cured cause i went all around the boat and checked. I'm working with 2 bullet heaters working all the time. I think it is this paint for some reason they recommend 3 to 4 coats and i only have on 2 . I will give it another week and then hit it with another coat to see what i come up with. There may have been some spots with the barrier coat that was thicker than others that may not have not cured completely.
