Move on. This boat sounds like it has not been taken care of. However, in the case you can get the boat serveyed and you can prove in writing that the motor is a little weak, the transom is shot and the deck is soft, you may be able to talk the guy down 5 grand. You said nothing about electronics. Figure it this way. Minimal electronics $2000.00, transom replacement, 3000.00(add another $3500 for a bracket if that's your thing) Deck work??? 500 to 2500. Hardware--I have heard the hardware and wiring were not too good on the later models $$????. A 13 year old motor is junk. To buy a leftover 225 merc efi figure 9 grand or a 1999 or so rebuilt omc or yamaha 225, lets say 4 grand. Unless you can get this boat under $10,000, It's not a buy. Figure all the repairs and motor and you are looking at 20k by the time you are done and the boat still has old paint and no t-top. Don't give up.
