Remove the rubrail,clean as much loose silicone as you can and run a bead of 5200 into the gaps and holes from the rubrail fasteners and you should be OK.You can also caulk the seam between the hull and the bottom of the rail with silicone to be certain the water stays out.What happens is the water is riding up the hull and getting between the rail and cap into the cabin.
