Default soft sides

I have recently come into possesion of a 1970 seacraft cc. The boat has beeen sitting on a trailer in the sun and weather for about 15 years.
Amazingly enough the hull seems to be in great shape. The rear deck seems to be strong as ever too. The only real problems I see is the front part of the deck and the liner running along the sides of the inside. I know what I have to do for the deck but does anyone have any suggestions for the liner running around the sides under the gunnels?

Maybe I did not explain the situation well enough.
The inside liner running on the sides of the boat seem to have a lot of play and sound fairly hollow. Has anyone had this or tried to fix it or just let it be?

drill holes...spray foam....patch holes..no more bounce.

GEOCEL......polyurethane expanding foam sealant, comes in a can[ like a sray paint can] used it on my 23 under the deck to stiffen her up, works great, won't take on water.
