Default caulk removal and re-caulk

My question is what is the best way to remove the caulk that seals the outline in the deck of my fuel tank. I am getting water in the bilge when it rains heavy and suspect that its leaking around there. Does that sound plausible ?

This is a product called Anti-Bond it removes 5200 and is available at all West Marine Stores. [img]/images/graemlins/cool.gif[/img]

I also found some stuff at Ace Hardware called Adhesive and Caulking Remover by Liquid Nails. Even works on 5200 and is only like $3 a tube.

Thanks guys..I'll give it a try. If its relatively easy to do I'll take up all the caulk around the inspection plates etc.
