Also I was thinking of using the white pigment in the Epoxy on the last layer to give it a finished look.

It will leave a opake[sp?] look to it. It will not look finished.

For inside work [out of the direct sun] I use Shurwinn William's Tile Clad HS a true epoxy paint. A gal kit [Part A&B 1gal each] is aprox. $90 and goes a Looooog way as it's a very High Solid paint.
