I have the 23 outboard and keep it on a trailer most of the time. So what I say maybe not be a perfect answer as much as it is my opinion. Anyway I would Never have through the transom scuppers with out a check valve type device to prevent water from back flushing and coming into the boat. SeaCraft hulls have a low deck design and to not use either a good flap or ball scupper valve is juggling with fire and dynamite. All it would take is one bad experience to ruin what you got for a long time and lots of money to fix a avoidable mistake.
