Default Inboard Gas Tank Problem?

my starboard fuel tank drains before my port does, when i turn the petcock off on the starboard tank, it seems as if the port is under vacuum. Do you guys just think that the pickup is clogged in the port tank? i need help understanding the system a bit better, thanks!

My tanks are new and even before they would empty within 1/2 Gals. With the possibility of the vent hose being clogged or gumed up/or the tank pick-up tube they should drain equal. I found if I,m not sure on the fuel lines, its a good time to look at replacement.
