This part ended up having tons of alligators....a result of using too much wax and the pva.

IMHO if you let the PVA dry the alligators were from inproper mixing of gel before catalyst,or not enough catalyst in gelcoat and inproper mixing, or gelcoat too thin. Or a combination of all or some of above. Could also be ambient temp during gelcoat cure.

You also have to let the gel cure fully before the first skin!
