Default Trim/tilt trouble

I have a 1998 225efi merc i bought new in 01. trouble im having is the trim is not working. Pump is not leaking, wires are ok. When i remove the small plastic cover on the starboard side of outboard to expose the starter seloniod etc. i see to relays that "click" when i try to trim the outboard. any theories before i start buying relays? could they have both crapped out at the same time? oh yeah Battery is new, plenty of power.

Pu a meter on your up and down solenoids and see what kind of voltage you have. That should be your first step. If both the "blue" and the "green" solenoid click, it sounds like they are trying to energize. First, see what voltage you have at the leads going into the solenoids.

Could be a ground fault.

I'm sure you've done all of these, but ensure that the reservoir is full, that your battery is fully charged (use a meter) and that the connections are free of corrosion and the circuit is complete (use a meter)... Good Luck
