where the cap meets the hull is it allright to glass this joint or does the boat need to be able to flex? it has been refastened so many times in the past looks like swiss cheese

My 21 is pop riveted on and then glassed taped from the inside.
No opinion just fact.

All race boats have the hull-to-deck joint glassed. And they take some serious stress! Glass it, the boat has plenty of flex, especially along large panels, which is where you want it.
