Best way to cut the arch in a transom is?

I think most guys create the arch in the laminating stage before installation. Have you considered making a template out of masonite (hardboard) or mdf, attaching it to the transom and then using a router with a flush cut bit w/bearing or pattern bit? then fair it out.
