Default why is my boat leaking?

Take a look at this seating/upholstery job.No one could possibly be this stupid, or could they?

well back in the day i had a 1969 16' cobia runabout that had no seating and i got my hands on a old school bus seat that i mounted and when pre drilling for the bolts i discovered that the hull was only a 1/4" from the floor where the outside bolts were needless to say i had to plug four holes and learn to work with fiberglass

This is why anyone who operates a boat should have some formal classes or lessons on common sense. Obviously this guy was dumb as a bag of rocks. Now would you feel safe operating your boat in the same body of water this guy was operating his? Might as well legalize drinking a boating.
