Default new to me seacraft

I just picked up a 73 23' cc seacraft. What are some suggestions to look for? I have many things to do such as engine work but what about stringer and transom rot. what should i do? I poked my finger in the drain hole in one stringer and it feels soft, what now?

it feels like the stringer is filled with foam around the drain hole from the outer part of the hull to the bilge. any ideas? all the glass seems strong but i have yet to get the boat in the water.
