Typically off the side. I installed 1/4" aluminum backing plates on the rod holders. I've never had any problems. I like the clean, flat cap look.

If it is not to much trouble and when you have a chance, could you take some pictures of where the hawspipe is installed as well as were and how the cleat is installed below the gunnel? I also love the clean cap look . I also love how the hawspipe looks. Like a big sport fish. I a not sure if my boat was ever set up like that or not.
