From what I've read 17b they are trying to attach a closure from 240' on out to "save" the warsaw, snowies, tiles, yellow eye's, queens, vermee's (already closed) till March & all other bottom dwellers. The part about 240' on out means that even if caught in bahamian waters they are still illegal to posess.
