The USCG doesn't actually specify max capacities for vessels over 20'. Over 20', while it's called a USCG Max Capacities Plate, it's really just the manufacturer's recommendations.

The decal will list the SeaCraft plant address in Miami as it was in 1974, and "SeaCraft Inc." as the manufacturer.

But sure, you can put one on your Tracker 23'. It's up to you.
