Do both, it would be like twins, leave it an inboard and mount a bracket with a 4 stroke, imagine the look on peoples faces when you fly pas tthem with your outboard tilted up and out of the water.

There are plenty of cheap OB scepters that could be converted into a savage if that is what your looking for.
The only down side of the inboard is speed/top end, but the up side is that is probably the most stable 23' fishing platform you will ever fish from. Especially at rest/anchor, and it will run through just about any sea.
