test the whole deck, only repair the bad sections, i have done two 23's , the first i skinned out a lot of good balsa, the second i had learned from the first and only repaired what needed it. I did the skin the top layer off method, and recore and replace skin.While your at it i would check the cap for core issues and do them as well.
