Don't worry about the transom being cut down. During that era, it came from the factory that way when the boat was set up for a single 25" outboard.
Assuming the boat is in descent condition, I would say 6K. Keep in mind you can easily put another 2K in it just getting it set up for yourself and getting everything checked out. Good luck! Lloyd
