Expired Flares

I heard somewhere that it is illegal to keep expired flares on the boat. The reason being if they were needed, a person who does not know the difference might grab the wrong ones. The solution to this is to mark one set (expired) with the word TRAINING on them. This way they can not get mixed up but are still available if needed
