That seems way low, assuming theres nothing wrong with the motor you probably have the mounting height wrong or the prop is off. How many rpms are you turning WOT?

Something is definitely out of whack. My father's Sceptre with a rebuilt '96 carb'd Yammie 225 would run 39-40 in the corner. That engine had great midrange so it pushed the boat consistently at that WOT speed regardless of load. I believe you have an older Johnson looper on yours. He had the Evinrude equivalent ('89) prior to the Yam and it too would push the boat to 40. If all was well with your engine, given the load you describe, I would expect 35-37 at least.

Me too with a 1988 Yami 225 2 stroke. WOT is 38 mph at 5200 rpm - 17 Pitch alum

I have a 23, not a sceptre, but I could see that happening with weight. My top speed with light load is about 38-40. I don't usually have 4 guys on the boat, but I've had 3 with a full tank and enough ice, bait,chum,food and drink onboard for 3 days. My top speed then was probably close to 27 to 30 mph. I guess it depends on how big the guys were and what the gear was.
