Two options I know of:

1) Clean up the rust, put some Ospho on it, paint it, and hope to get a couple more years out of it.

2) Replace the swivel pin/steering arm assembly. The powerhead has to come off to get to the other end of the upper motor mount bolts that go through the aft end of the steering arm. If you take it to a shop, it's going to be about $400 in parts and maybe twice that in labor depending on how hard it is to get apart and what the shop's labor rate is.

It's hard to see from the pics how bad the rust is at the end of the steering arm. If it's gotten to the point that the rust has weakened the arm, option 1 is out. You don't want that thing letting go while you're on plane.

Blue Heron is spot on.
Yours looks to have the extention piece that bolts to the end of the steering arm. In the picture it is hard to make out. Looks pretty bad, perhaps replace that piece if nothing else. It is not as robust in construction as the arm itself.
