Hi. Yes it would be a perfect fit,it was designed in the 70's and will fit All 20 outboard models with the exception of the later master angler models a thread search of "splashwell should bring up the thread,started by piano man that shows several pics and the process that got Hermco to reproduce a few of these splashwells.
