Default Best caulk material

Every year I put a bead of Caulk Life around the transom/ outdrive joint and every year it peels off, or looks like sh*t.

What should I use to make a nice seal between here that will last for awhile?

The transom area is clean gelcoat, and the outdrive has antifouling...

I think the outdrive is the problem, if the antifouling is ablative its like trying to nail jello to a tree.
