You can design it any way you see fit. The end result is the transom at 24" setback should be at least 27" up from the keel.

ops ops my boob i should have sead my outboard is a 125 force with a 20inch shaft sorry a.t.b dave

No worries. You will have to make the transom of your 24" setback bracket at 22" above the keel line then.
