Default Opinions of 2003 25SC

From the ad:
SeaCraft 25'

Twin Mercury 200hp Opti-Max with digital read out gauges
( Complete service last spring & currently winterized and lower gear oil changed & shrink wrapped)
Hours: 830 +/-
Electroics
-Furuno Radar & GPS
-VHF with external speaker
-New Clarion (Bluetooth) Stereo and speakers (the Bullet Speakers were installed this spring $1000 for just the speakers)
-New Top flood lights

Accessories
-Live Bait well
-Outrigger mounts built into the T-top (I do not have the out riggers, i didn't fish the boat)
-Leaning Post with storage, and removable back rest
I am concerned about quality of this year hull. I believe this model year is made by Tracker/BPS. Did they get the quality control issues corrected by 2003?

How difficult would it be to add an above deck (Kodiak 35gal) livewell behind leaning post or situated above the in-deck live well?

Fuel burn ideas? tank size? Any issues inherent with this boat (in general, not necessarily "this boat")?
