Default Red and White 23 on YW?

I am sure most (if not all) of you know the listing on YW for the Red and White 23 with a closed transom and twin 200 Yamahas.

It strikes me as a reasonable deal but:
1) No hours listed on motors
2) It has been out there for quite some time, and
3) It is listed as a project boat

Does anyone know the story (feel free to PM if you don't want to share publicly) I am in Boston so, getting in to see a boat in FL will present some logistics (they can be overcome but certainly not if the boat should be a non-starter)

It is DEFINATELY a conversion from a Sceptre or Savage to a CC format. Note the front hatches and lack of the interior recessed handrails.
