Is the bulb on the motor or tank side of the racor? I always pre fill the filter with fresh fuel prior to spinning it on.

In my opinion the ball should be on the tank side so you pump fuel manually into the filter. I am not an engine rigger but I have seen it done both ways and I have always had issues with it on the motor side.
