Actually nothing probably came with the boat new, they were an add on by one of the owners. Google "gunnel mount outriggers", all the options you will need to know. Do you know if the bases are Lees outriggers? However if you want to go crazy, check these guys out....

My 23 Sceptre came from the factory with 18' Lee aluminum gunnel mount outriggers.

Outriggers
A zoomed in photo of your outrigger bases might be helpful. Don't remember the make offhand. About 1977 I bought my stainless steel bases and probably separately purchased two piece fiberglass outriggers with a tubular upper and solid lower piece.

Good luck. Had same thing going on with my 1975 23SF. Found that outriggers were not the problem - bent tubes to fit the gunnel mount and the newer outriggers were the issue. My gunnel mounts were Lee and Lee no longer makes a bent tube to fit. I believe that back then the 45* bent section was part of the 1 1/2" one piece outrigger. I ended up changing to newer gunnel mount.
