if that were my boat I would cut the entire deck out and see what is gong on down there. You have a few serious issues that I do not think you can fix without seeing everything under the deck.

bad news-its gonna be a lot more than a quick fix

good news-you will have a bad ass sled when done

The bottom damage on/by the step in the pic looks a lot more concerning to me and I think that is right under a stringer

looks like water has penetrated the glass, explains some of the delamination if so, how deep did you grind there?
