Re: smallest truck to tow 23 ft up boat ramp
Your 1500 will easily pull a 23CC up any ramp in low gear. The 305 with the 3.42 gears is a very light set up for any distance beyond the ramp. As previously discussed here, a 1500 with 5.3 or 5.7, 3.73 gears and a trailer package is pretty much the minimum for highway hauling.

Re: smallest truck to tow 23 ft up boat ramp
The smallest truck size? Well, before I got my F150, I would tow our 23 Sceptre with a Chevy Blazer (the small one) to and from the ramp - 7 miles one way, back roads. But this was only to splash it in the spring and haul out in the fall. I'm certainly not recommending this, but at the time it did the trick, and I was within the tow capacity of the vehicle (5,600#s), albeit marginally. The Silverado you have is more than capable.
