Default Limber hole question

I was poking around today, looking at where I might add a second bilge pump in the Seafari, and noticed that the water that gets into the gas tank compartment doesn't drain into the bilge, under the (inboard) motor. Seems like it should....but there's about a 1 or 2 inch lip where a cross piece goes across. So, I need to drill a limber hole or two. Any advice? I'm thinking of drilling horizontally as low as I can, and then gluing in a length of 1/2" i.d. pvc with resin to seal the wood in the cross piece I've drilled through. Sound like a good idea?
