Default tsunami water in forward bilge stbd

Opened an access hatch in the forward fish box and felt that there was water in the starbord side of the center stringer. The boat is still on the trailer (unfortunately)...and water should be draining to the stern plug. Looks like access to that side has been blocked by added glass to the underside of the baitwell. I am inquiring if there was a drain tube running under the baitwell or just a passage next to it along the center stringer......or otherwise..
