Default 20 SF Fish Box drain

Does the fish box drain completely when at rest?

Those boxes drain. You may wind up with a little water in the very bottom around the thru-hull-a thru-hull that should be inspected very carefully by the way, as it passes between the liner and outer hull and can definitely be a weak spot.
