Default Salvaged Vessel Titling and registration

Does anyone out there have any knowledge on registering and titling a salvaged vessel. Boat has missing hull# from someone doing repair work. Possible homemade vessel title? I know there is someone that can help steer me in the right direction. Is there ever a hull ID stamp anywhere else on vessel. 72' or close 20' seacraft sport.

There is generally no HIN stamped on the transom on pre-1973 Seacrafts. On '69 - '72 20' hulls, there was a metallic decal near the helm with the serial number lightly stamped into it, usually a 4-digit number.
