Default Changing fuses?

I have a 1999 SeaCraft23.It has a long row of switches and every switch has a rubber cap above it, which seems to contain a fuse. I have not been able to figure out how to get the rubber cap off to examine/replace fuses. Could someone who is familiar with this set up please explain how I can remove the rubber cap without damage?

They are probably circuit breakers... not fuses..
If one circuit is not working try pushing in on the rubber cover..
