Embarrassed to ask but what is giant tub in splash well for? Storage? Can only hand pump out but blocks access to bilge in an important location

Thanks…. Stumped as to why the bottom has two levels, not the best access and no plumbing, no way to drain. Boat is new to me. Blocks access to bilge. Do most just remove it?

It should have two vertical 3/4" gray PVC (Sch 80) pipes coming up through the lower level baitwell. They connect to a clam shell bronze scoop on the bottom of the boat. It has both an inlet and outlet. Factory style

How well did it work? I like to live bait fish but ok with having removable tank when I need it
