I don’t think, you’ll hurt a thing going with 2” of core. You’d gain stiffness without adding much weight. It is overkill, but what’s the problem with that.

Best bet is to stick with epoxy over epoxy, but that doesn’t mean everything needs to be done with epoxy. For example, you could use poly or to laminate your cockpit sole, and then bond it in place...

Why remove? If it's dry and rot free, cut back to clean wood, plug the holes and tab in the plug. You could then beef up the transom with an additional layer of core and glass.

You need the foam for flotation or the foam will break down; skip it. The foam for flotation croud goes a bit far sometimes suggesting billets...
