A steering wheel puller. It is essentially a large screw with 2 clamps threaded on it. As you turn the screw, it pushes down on the steering shaft and the clamps pull up on the steering wheel hub.

Yes, even Sears will sell you a steering wheel puller - but be sure your steering wheel has some threaded holes to receive the bolts of the puller.
