I help my dad winterize his fichts every year and here are some more things....
There is a certain fuel mixture(don't know it off the top of my head) that has to be run through the engine. My dad bought a small gas container were he mixes the fuel and whatever else in in there, then he just hooks it up to the outboard and runs it with the small tank for a little while.
We also ussually change the oil in the lower unit this time of year so its one less thing we have to do in the spring.
Like u said, fog the engine.
If I can think of anything else, i'll let you know.

The best thing he should do is to buy the manual. It has everything in it, including how to do all the maintainance. We just replaced the water pumps this year, and it was pretty easy. The instructions that they gave were great along with all the pictures to help you out.
