I'm not sure about the inboards but in general the 23's did not need floor raising as the wet feet symdrom was not an issue.
Go out and measure from the floor(bottom of the gutter)up to under the gunnel touching the bottom of the cap (where the recessed rail is). Take the measurement just aft of the fuel line race. Since my floor is original, I will do the same on my mine and we can compare. Mine is (27 1/2")
