make sure you drill them out a little to give the epoxy a better bond.

Drill them out a little. Grind back the gelcoat about half an inch around. Fill the holes with Duraglas. If below the waterline, cover the Duraglas with resin or epoxy. Sand smooth and recoat with gelcoat.
