23' inboard Restoration

So I started removing the core on the gunnels and found that they are paper thin and I blew thru them just trying to remove the old balsa core. Wondering what would be the best corse of action repair or repair and make a mold From the old gunnel and make a new cap all the way around? and body already have a mold?

Is there any way you can recore with plywood? The cap itself looks pretty tricked to mold, so I am planning to try to beef up my busted one. In between backing plates and enough layers of mat, I think a 130 on a bent butt should be ok.
