***UPDATE*** He is willing to work with me on the price some. I'm getting a seatrial and survey done on boat tuesday. Can anyone tell me what this hatch goes to? its sealed closed with 5200. I'm not really sure why but its the only thing on the boat that concerns me.

That would be the live well.. I would get it unsealed as it's a place for standing water. It was likely sealed because it leaked over the deck when it was in use. Whatever the case may be break out the utility knife and a crowbar and pop it open so you can see what's going on.
