Welcom to CSC bumpdraft!
I have never seen filler from a SeaCraft factory like yours. Since your not the original title owner, I would guess it was some sort of repair done by a previous owner  Maybe to raise a 20" transom? What do you other guys think, Trayder, Don, Strick.......,
