Doin 45 in an 18 with a full load sounds like a recipe for disaster. That's a lot of weight and not much waterline. Check your anti cav plate at speed. It should be above water. Your drive may be low but with all that weight I wouldn't expect much more from your combo. It's not a speed boat. Likely the least speed oriented of the potter hulls. Cool boat nonetheless.
